An Inclusive Approach to Governance

The CAJS is guided by a Governing Council that includes the President of the Caribbean Court of Justice and representatives from Heads of Judiciary, Heads of the Public Bar and Heads of Bar Associations.

The operational activities of the CAJS are stewarded by a Secretariat, led by an Executive Director and supported by a professional team of managers, administrators and subject-matter experts.

The CAJS Governing Council

  • determines the overall character, strategic direction, and integrity of the CAJS to ensure the fulfilment of its mandate;
  • approves the mission and strategic aims of the CAJS, the budget, statutory accounts and the key indicators of performance and sustainability;
  • holds the Executive Director to account for the leadership and management of the institution;
  • ensures the establishment and monitoring of systems of control and accountability including financial and operational controls and risk assessment;
  • ensures that the CAJS fulfils its obligations to provide accurate and timely information and reports to external bodies as required; and complies with financial memoranda issued by funding bodies and other such contractual commitments as it may legitimately enter into;
  • ensures that there are procedures for handling internal grievances, conflicts of interest, fraud and corruption; and ensures that staff can raise matters of concern;
  • conducts its business in accordance with best practices in corporate governance and with the principles of public life; and
  • appoints the Executive Director and establishes arrangements for monitoring their performance.
